Warning of a Further Postponement in the Implementation of VERIFACTU
The Forum of Associations and Professional Tax Bodies has announced that the deadlines for implementing outstanding obligations for businesses and professionals arising from the Regulation on Electronic Billing Systems (Royal Decree 1007/2023) and its convergence with the electronic invoicing system are expected to be modified.
Specifically, with the aim of promoting the greatest possible convergence between electronic invoicing systems and the Regulation on Electronic Billing Systems (VERI*FACTU), from both a regulatory and technical perspective, it has been deemed advisable to align the implementation schedules of the electronic invoicing regulations for SMEs and the self-employed with those of the Regulation on Electronic Billing Systems. Therefore, the outstanding obligations under Royal Decree 1007/2023, of December 5, will be postponed until October 2028, to coincide with the mandatory implementation of electronic invoicing for businesses and professionals.
Once this alignment of implementation schedules is approved, a modification will be addressed to achieve convergence of the scope of application and certain technical aspects of the current regulations, taking into account the future digital reporting requirements arising from both obligations (VERIFACTU and electronic invoicing).
In any case, the requirements established in Royal Decree 1007/2023 regarding integrity, preservation, accessibility, legibility, traceability, and immutability, as well as the other technical guarantees of the system, will remain substantially equivalent to those provided for in its current regulatory development.
